城中村改造中利益相关者治理的理论与对策 总被引:5,自引:1,他引:5
重新界定了城中村与城中村改造的本质,认为"城中村"的本质是各种利益相关者不同利益相互关系的联结,"城中村改造"的本质是不同利益相关者之间利益协调的合约再安排,而"城中村改造"的目标是为各利益相关者有效地创造价值。论文认为,城中村改造应确立"动态平衡地考虑利益相关者的多维利益要求"的基本原则,遵循改造后"实现价值的再创造"和"实现利益的重新均衡"的衡量标准,有效地协调并满足包括地方政府、村集体(及其村民)、开发商、外来暂住人群等核心利益相关者的多维利益要求。最后,论文尝试从城市规划角度构建城中村改造核心利益相关者"四位一体"利益协调机制,并提出若干政策建议。 相似文献

The work of Mathew & Ghosh Architects (Nisha Mathew-Ghosh and Soumitro Ghosh) boldly extends an abstract Modernist language and at the same time draws from the vitality of places. While the firm's early works were small in scale, mostly residential in nature and based on a reappraisal of the early Corbusian idiom, recent projects include large-scale urban and landscape interventions with diverse conceptual and metaphorical imperatives. They have moved from a more reticent stance to the urban exuberance of their more recent projects (for example, their own office building), something akin to a ‘savage architecture’ as posited by Kazuo Shinohara in the context of the unsynchronised nature of the modern city. The architects' object of contemplation is the urban ‘box’, whether a private residence, office or part of a church. The box is first fractured and reconstructed as a bricolage of tectonic fragments, memories and events, all tenuously related as if unity in a contemporary culture is for ever denied. Like the Japanese notion of ‘ma’, the moment between fragments - a slit or an emptiness between two hovering planes - is telling. Mathew & Ghosh participate in the continuity of a historical narrative yet mark out the fissures and disjunctions; sometimes negotiations with the continuity emerge from unintended interstices. While these configurations of the contemporary urban ‘box’ are both contextual and abstract, they are also phenomenologically rich. There is a sustained dialect to the architecture of Mathew & Ghosh that includes consummate materiality and fine crafting, light as a medium, and always, as Nisha Mathew-Ghosh states, ‘good spatial possibilities’. I seek to synthesize several different approaches to issues of urban land redevelopment and the built environment. The essay focuses on developments in the third and current historical wave of capitalist development. I describe the economic logic of land-use change with reference to both commercial and residential property. This logic has become intimately intertwined with global finance and this state of affairs has introduced new elements of fluidity and risk into the built environment. Issues of urban policy and the role of municipal authorities in shaping urban land markets are then considered. I describe how local government agencies increasingly pursue development projects in complex partnerships with representatives of the real-estate industry. In the second half of the paper, the overall argument is recast by reference to three important trends in regard to land-redevelopment and the built environment in third-wave cities, namely, the economic and architectural renaissance of central business districts, the widespread gentrification of inner-city neighborhoods, and the emergence of a new post-suburban phase of peripheral urban expansion. 相似文献

Spatial spillovers from renovations can bolster urban redevelopment efforts by multiplying scarce city funds, creating a reinforcing feedback cycle of redevelopment. Using spatially explicit data on renovations from Baltimore, MD, we model the extent of spatial spillovers in housing renovations and estimate the effect of previous renovations on the likelihood to renovate while controlling for underlying spatial correlation. We find strong evidence of spatial spillovers with a neighbouring renovation increasing renovation likelihood by at least 1.8% These positive feedback cycles indicate the potential for significant private market multipliers from city-led urban revitalization policies that encourage renovation. 相似文献
